Downsizing in Woolwich Township

Woolwich is the township that wraps around Waterloo, Kitchener and Cambridge, with Elmira, St. Jacobs and Breslau as its larger settlements and farmland between them. Moving smaller here means choosing a village, then planning for the distances, since there is no hospital and no ION line in the Township.

Woolwich Township in Waterloo Region

The Township describes itself as surrounding the cities of Waterloo, Kitchener and Cambridge, with an extensive rural area along with residential communities and industrial and commercial areas that include Elmira, St. Jacobs and Breslau. It is one of four townships in the Region of Waterloo, alongside Wilmot, Wellesley and North Dumfries. The Township looks after local matters such as the arena and pool, parks and sidewalk snow rules; the Region provides services such as the airport, seniors services and public health, and your property tax bill carries both.

The Township's history page says the earliest settler may have arrived as early as 1807, but most settlement began in the 1830s, with German-Mennonites from Pennsylvania arriving alongside English Methodists and Scots-Presbyterians.

Housing for downsizers in Woolwich

A township with several villages does not have one housing market. What you find in Elmira, St. Jacobs or Breslau depends on the street, and the rural settlements are mostly detached homes on larger lots. Instead of asserting what is where, here is what to look for and ask:

  • Serviced or not. The Township's Official Plan treats Elmira, St. Jacobs, Breslau and The Stockyards differently from the rural settlement areas. Ask whether a property is on municipal water and sewer or on a well and septic system, and what each costs to maintain and replace.
  • Smaller homes in the villages. Look for bungalows, townhouses and semis. Ask the Township's planning staff what is zoned and what is being built near the village centre you like.
  • Condominiums. If you consider one, request the status certificate, the reserve fund study and the common expenses. See the condo buying guide.
  • Stairs and lot size. A bungalow on a deep lot swaps stairs for mowing, snow and a long driveway. Count steps at every entrance.

Getting around Woolwich: Kiwanis Transit, the airport and the roads

Kiwanis Transit provides specialized transit for residents of Wellesley, Wilmot and Woolwich townships, under contract to Grand River Transit, for trips such as medical appointments, shopping and social activities. Its eligibility page lists being 65 or older with proof of age, CNIB registration, a physical or developmental disability or a temporary disability affecting mobility. The office is at 13 Industrial Drive, Unit C in Elmira (519-669-4533). Kiwanis also runs an Elmira Community Bus, a circular route that starts and ends at the Township office and connects with GRT Route 21; check its page for fares and the current schedule.

There is no ION station in the Township. If you rely on ION or conventional GRT buses, use the GRT trip planner for a specific address before you commit.

The Region of Waterloo International Airport is at 1-4881 Fountain Street North in Breslau. Its site describes direct flights to major Canadian cities and select seasonal Caribbean and Mexico destinations; check the airport for current routes. Hospitals and health care for Woolwich residents

There is no hospital in the Township. The Region's emergency departments are at WRHN @ Midtown (835 King St. W., Kitchener) and WRHN @ Queen's Blvd. (911 Queen's Blvd., Kitchener), and Cambridge Memorial Hospital is at 700 Coronation Boulevard. Which is right depends on the care you need, so ask your doctor. Include the trip in how you judge a village, especially in winter.

Older adult services, recreation and libraries in Woolwich

The Woolwich Memorial Centre, at 24 Snyder Avenue South in Elmira, describes itself as having two arena pads, a two-tank pool, a fitness centre, a community centre and a walking track (519-514-7000). The Region of Waterloo's seniors services line is 519-575-4400. Ask the Township what older adult programs run at the Memorial Centre and elsewhere.

The Region of Waterloo Library has four branches in the Township, listed on its site and on the Township's libraries page: Elmira (65 Arthur St. S.), St. Jacobs (29 Queensway Dr.), Breslau (100 Andover Dr.) and Bloomingdale (860A Sawmill Rd.). Flooding, winter and insurance in Woolwich

The Grand River Conservation Authority regulates river and stream valleys, including their floodplains. It says the regulation applies whether or not an area is mapped. A rural property is as likely to need checking as a village lot, so look up any address with GRCA Map Your Property and sign up for Alert Waterloo Region. Standard home policies typically do not cover sewer backup or overland flooding; the Insurance Bureau of Canada says both are optional add-ons. See flood and home insurance when downsizing.

The Township's Roads and Sidewalks page says to clear snow and ice from the sidewalk next to your property within 24 hours after the end of a snowfall. The Township discontinued the municipal Elmira sidewalk program starting with the 2026 to 2027 winter, so Elmira owners now clear their own. In a condominium or land lease community, ask who clears snow and how it is charged.

Who clears the sidewalk snow in Elmira now?

The Township says it discontinued the municipal Elmira sidewalk snow clearing program starting with the 2026 to 2027 winter, so owners and businesses clear the sidewalk next to their property. Township-wide, the Roads and Sidewalks page says to clear within 24 hours after the end of a snowfall. The Township says it is working with community partners on help for those who need it.
